After taking the lower parts of society under a tight iron grip and needing to move up in effort, the council will have to expand further, recruiting more members. This shouldn't be a problem with the already solid rumours of the Council's existance and powers. Many power-hungry persons will be very much interested, some may even go as far as to find a member of the council and apply for membership. With the relative secrecy upheld in this and the last stage, it is quite safe to believe that such applicants are truly devoted to the task and will be taken in open-heartedly. No higher society members should know of the council, so it is probable that the recruits will come from the lower society.
